Chili, resolutie van de Senaat

Proyecto de acuerdo de diversos Honorables señores Senadores, mediante el cual solicitan al Gobierno de Chile adherir a lo resuelto en 1985 por la Organización de Naciones Unidas, en relación con el genocidio de la Nación Armenia bajo el Imperio Otomano.
Considerando:
1. – Que el 24 de abril de 1915, en Constantinopla, entonces capital del Imperio Turco, luego de la detención sin juicio y más tarde con la desaparición de toda la dirigencia de la comunidad Armenia, marco el inicio de una sistemática política de exterminio de ese pueblo por parte de las autoridades imperiales;
2. – Que el brutal genocidio, lievado a cabo entre 1915 y 1923, significó la muerte de más de 1.500.000 súbditos Armenios que habitaban desde hacía milenios en las tierras de sus ancestros;
3. – Que esta acción repudiable constituyó la primera “limpieza étnica” del sigio XX que más aliá de de cualquier interpretación juridica, significó una flagrante violación de los Derechos Humano de esa nación;
4. – Que a pesar de intento de borrar de la memoria colectiva de la humanidad y de la falta de sensibilidad de las grandes potencias frente a tales hechos, los armenios y sus diversas organizaciones existentes alrededor del mundo se encentruan abocados al reconocimiento de parte de la comunidad internacional del genocidio del que fueran víctima;
5. – Que tal reconocimiento le fue otorgado en 1985 por la Subcomisión de Prevención de las Discriminaciones y Protección a la Minorias de las Naciones Unidas la que calificó el caso armenio como un genocidio;
6. – Que paí como Urugay, Argentina, Grecia, Bulgaria, Bélgica, Rusia, Italia, Líbano, Suecia, Suiza, Holanda, Venezuela, Lituania, Canada y Francia han hecho lo proprio asi como también el Parlamento Europeo, el Cosejo Mundial de Iglesias y el Tribunal Permanente de los Pueblos;
7. – Que nuestro pais aun no lo hace a pesar de invocar permanentemente la supremacía de los Derechos Humanos en las relaciones internacionales por sobre cualquier acuerdo o compromisos por importantes que estos sean;
8. – Que consecuencialmente constituye un deber ético y moral que Chile haga suyo resuelto por la ONU en 1985 en cuante a que en Armenia bajo el Imperio Otomano se cometió una genocidio brutal contra un pueblo indefenso que clame por una reparación moral por parte de la comunidad internacional y en especial del estado turco,
En virtud de lo expuesto, el Honorable Senado de la República acuerda:
1. – Solidarizar con la nación Armenia condenando el genocidio de su pueblo y,
2. – Solicitar al gobierno de Chile que adhiera a lo acordado por Naciones Unidades en 1985.

Considering:
1. – That 24th of April, 1915, in Constantinople, then the capital of the Turkish Empire, after the unjust arrest and later the disappearance of the entire leading class of the Armenian community, marks the beginning of a policy of systematic extermination of the Armenian population on the part of the imperial authorities;
2. – That the brutal genocide, enacted between 1915 and 1923, resulted in the deaths of over 1.5 million Armenian citizens that lived in the lands of their ancestors for thousands of years;
3. – That this reproachable action constituted the first “ethnic cleansing” of the 20th century and more than that or even any judgment or interpretation of it, signifies a flagrant violation of the human rights of that nation;
4. – That in spite of the intent to erase the collective memory of mankind and of the loss of sensibility of the great powers to end those acts, the Armenians and their several organizations around the world have found that part of the international community may recognize the genocide in which they were victim to be doomed;
5. – That such a recognition was granted in 1985 by the Subcommission on Prevention of Discrimination and Protection of Minorities of the UN that clarified the Armenian case as a genocide;
6. – That nations such as Uruguay, Argentina, Greece, Bulgaria, Belgium, Russia, Italy, Lebanon, Sweden, Switzerland, Holland, Venezuela, Lithuania, Canada and France have made their own resolutions like those also of the European Parliament, World Council of Churches and the Permanent Peoples' Tribunal;
7. – That our nation has yet to be made to regret to permanently invoke the supremacy of Human Rights in international relations above whatever agreement or compromise regardless of how important it may be;
8. – That consequently it constitutes an ethical and moral imperative that Chile makes a resolution along the lines of that from 1985 which recognizes that the Ottoman Empire committed a brutal genocide in Armenia against a defenseless people that now cry out for moral reparations from part of the international community and especially Turkey,
By virtue of these outlined issues, the Honorable Senate of the Republic decides:
1. – To support the Armenian nation in condemning the genocide of its people and,
2. – To call on the government of Chile to adheres to the 1985 United Nations decision.
