TROUBLE BREWING

THE RUSSIAN ATTITUDE


ST. PETERSBURG, Dec. 25.

Trouble is brewing in Armenia, owing to the delay in carrying out reforms, and arms are being smuggled from the Caucasus into Armenia.

PARIS, Dec. 20.

Speaking before the Foreign Affairs Committee of the Chamber of Deputies yesterday, the new Prime Minister, M.Doumergue, who is also Minister for Foreign Affairs, emphasised the continuity of the French foreign policy.

He announced, in reference to Armenia, that the Porte was attempting to escape pressure by anticipating the Powers proposal and appointing two Ottoman Inspectors-General for the six Armenian provinces; but Russia, with the support of France and Britain, and in agreement with the other Powers, was continuing her efforts to obtain a constitution for Armenia with adequate securities for the preservation of life and property.
