The report of Lord Robert Cecil on the protection and maintenance of the future State of Armenia showed that, as the League of Nations did not have financial and military resources, it therefore expressed the opinion that the Supreme Council should decide how temporary financial arrangements may be secured. The committee is of the opinion that it will not be difficult when this has been decided to find a mandatory Powor.

A Paris report says it is announced that the League of Nations strongly supports the formation and maintenance of an Armenian State, but with the co-operation, of another Power, preferably a neutral.
