Who will help Armenia?

America Counts the Cost

The American commission which visited Armenia has published a report stating that it would cost the United States £55,000,000 and require from 25,000 to 200,000 troops in order to undertake the Armenian mandate, which would probably be self-supporting within five years. The commission advocates absolute control of the Turkish foreign policy before the United States accepts the mandate, and sets out a large number of reasons for and against the acceptance of the mandate.
