La Chambre des Députés,
– considérant que l'année 2015 marque le centenaire du génocide arménien perpétré par
l'Empire ottoman;
– considérant que le Parlement européen ainsi qu'un nombre croissant de parlements à travers le
monde, et notamment d'Etats membres de l'Union européenne, reconnaissent le génocide
arménien comme génocide au sens de la Convention des Nations Unies sur la prévention et la
répression du crime de génocide de 1948;
– rappelant la résolution du Parlement européen du 15 avril 2015 sur le centenaire du génocide
arménien dans laquelle le Parlement européen réaffirme entre autres sa reconnaissance du
génocide;
– considérant que la mémoire et la reconnaissance de la vérité historique sont des facteurs
essentiels dans la construction de l'avenir et dans les efforts de chaque génération pour éviter la
répétition des tragédies du passé;
– considérant que la reconnaissance des crimes commis contre les Arméniens à la fin de l'Empire
ottoman comme génocide constituerait un geste national et européen important et honorable
pour la République turque:
1. reconnaît que les actes tragiques perpétrés à partir de 1915 contre les Arméniens établis sur le
territoire de l'Empire ottoman constituent un génocide;
2. en cette année qui marque le centenaire du début du génocide arménien, rend hommage à la
mémoire d'un million et demi de victimes qui ont perdu leur vie dans l'Empire ottoman, et se
joint à la commémoration du centenaire du génocide arménien dans un esprit de solidarité et de
justice européennes;
3. rend hommage à toutes les victimes de tous les génocides et crimes contre l'humanité, et se
joint à l'appel du Parlement européen pour que soit instituée une journée internationale de
commémoration des génocides afin de rappeler le droit de tous les peuples et de toutes les
nations du monde à la paix et à la dignité;
4. salue les déclarations de Recep Tayyip Erdoğan, président de la République de Turquie, et
d'Ahmet Davutoğlu, Premier ministre de la République de Turquie, qui ont adressé leurs
condoléances aux Arméniens ottomans et reconnu les grandes souffrances commises à leur
égard;
5. encourage les autorités de la République turque à faire face au passé;
6. encourage l'Arménie et la Turquie à œuvrer en faveur d'une normalisation de leurs relations,
permettant une réconciliation des peuples arménien et turc dans un esprit de vérité et de
respect mutuel.

The Chamber of Deputies,
– considering that the year 2015 marks the centenary of the Armenian genocide perpetrated by the Ottoman Empire;
– considering that the European Parliament and a growing number of parliaments throughout the world, and in particular the Member States of the European Union, recognize the Armenian genocide as a genocide within the meaning of the United Nations Convention on the Prevention and Punishment of the Crime of Genocide of 1948;
– recalling the resolution of the European Parliament of 15 April 2015 on the centenary of genocide In which the European Parliament reaffirms, inter alia, its recognition of the genocide;
– considering that the memory and the recognition of historical truth are essential factors in the construction of the future and in the efforts of each generation to avoid the repetition of the tragedies of the past;
– considering that the recognition of the crimes committed against the Armenians at the end of the Ottoman Empire as genocide would constitute an important and honorable national and European gesture for the Turkish Republic:
1. recognizes that the tragic acts perpetrated since 1915 against the Armenians established on the territory of the Ottoman Empire constitute a genocide;
2. in this year, which marks the centenary of the beginning of the genocide, pays tribute to the memory of one and a half million victims who lost their lives in the Ottoman Empire and joins the commemoration of the centenary of the Armenian genocide in a spirit of European solidarity and justice;
3. makes homage to the victims of all genocide and crimes against humanity and endorses the European Parliament's call for an international genocide commemoration day to recall the right of all peoples and nations of the world in peace and dignity;
4. welcomes the statements by Recep Tayyip Erdogan, President of the Republic of Turkey, and Ahmet Davutoglu, Prime Minister of the Republic of Turkey, who addressed their condolences to the Ottoman Armenians and acknowledged the great suffering committed against them;
5. encourages the authorities of the Turkish Republic to face the past;
6. encourages Armenia and Turkey to work towards a normalization of their relations, enabling reconciliation of the Armenian and Turkish peoples in a spirit of truth and mutual respect.
